In the “Before requesting service” section of the VBA series booster regulator operation manual, it states that "① Even when the outlet flow rate is 0, the booster regulator doesn’t stop. (When the interval of the exhaust noise is 30 seconds or less, the seals are being worn out or damaged.)” What does this mean?

30 seconds or less is the stabilization period confirmed by SMC factory inspection.
If there is no leakage on the outlet side of the VBA series regulator, it is probable that the seal is worn due to internal leakage.
