Can the pressure of a cylinder be set with a speed controller?

No, this is not possible. Speed controllers are used to control the speed of a cylinder by adjusting the flow rate. Pressure drops temporarily when the cylinder is driven. However, if the cylinder is stopped at the stroke end or at an external stopper, the pressure rises to the same pressure as the supply pressure.
Pressure control must be done with a regulator. When installing a regulator between a cylinder and a solenoid valve, be sure to use a regulator with backflow function.
