For AS1002F speed controllers, does the flow rate in the control flow direction become 0 when the handle is fully closed?

The speed controller cannot be used as a stop valve or a check valve that requires 0 leakage. Due to the specifications of the product, a certain amount of leakage is permitted. Forcibly tightening the needle to allow for 0 leakage may damage the product.
