Yes, the max. operating pressure differential of a VX230GA valve is 0.1 MPa.
If the supply pressure is 0.4 MPa, the valve will not operate unless the supply pressure immediately after the OUT side piping of the 2-way valve is 0.3 MPa or more.
For VX2 series valves (although the flow rate drops), consider using a valve with a max. operating pressure differential of 0.4 MPa or higher, or use a valve from the VXD or VXZ series. For a VX230GA valve, it is necessary to reduce the supply pressure and reduce the diameter of the blow nozzle (increase the pressure immediately after the OUT side piping of the 2-way valve) to reduce the pressure differential to less than 0.1 MPa, but be sure to note that the air blow force will be weakened by doing so.
