During assembly, why can’t I rotate the angle adjuster unit of my CDRB2BWU rotary actuator by hand or by applying pressure?

When shipped from the SMC factory, the stopper block is temporarily tightened to a 0° angle.
Loosen the hexagon socket head cap screw that is stopping the stopper block from moving, and then adjust the angle as needed.
