Can HR□ series thermo-chillers be used in open-air systems (where the user has water tanks, tanks, etc., that are open to the atmosphere)?

No, they cannot be used in open-air systems as the circulating fluids cannot physically circulate in such systems.
Refer to the water tank examples in the “Cooling Capacity Calculation” section in the HR□ catalog, and prepare an immersion type heat exchanger.
